Dr. Alan Marcus is the Chief Resilience Officer (CRO) for the City of Ashkelon. He has been the Director of the Strategic Planning Branch of the City of Ashkelon for the last twenty-six years (1988 –2014). He created the municipal strategic information system and has developed and managed various strategic projects, including satisfaction surveys and citywide master-plans.
He initiated a unique GIS (Geographic information System) method for providing an instant assessment of sensitive populations and public buildings existing within multiple missile impact zones. This information enables the homeland security command center to formulate an immediate effective response in distributing emergency resources and personnel to the impact zones.
He developed the Strategic Municipal Decision Support System, which presents city decision makers with a wide base of up-to-date strategic information trends and evaluations of public service delivery. Dr. Marcus received two international awards for this project in 2012, one from the Council of Europe and the other was the Guangzhou International Award for Urban Innovation.
He has managed several multi-city-to-city strategic projects under the auspices of the European Union, as well as efforts with the City of Gaza to develop a regional understanding and partnership. He also assisted the City to be awarded with the ISO 24001 standard for home land security and public resilience.
Dr. Marcus attended Clark University from 1966 until he immigrated in 1975. He received His Bachelors, Masters and Doctorate degrees in Geography from Clark.
